By default any team member can create a new map. If you would rather keep a tidy, curated set of maps, you can reserve map creation for team admins only.
Turn off member map creation

Open Team Settings
Sign in, click the menu (top-right), and choose Team Settings.
Only team admins can open Team Settings.

Expand Team editor
Open the Team editor section.

Disable member map creation
Tick Disable map creation by team members (team admins only) and click Save.
What members can still do
This only affects starting new maps. Team members can still open and edit the maps they already have, add and update locations, and publish changes. Only team admins can create a new map while this is on.
